For the record, I went through mods and other CC, deleted most of suspicious files and for my sim and saves' sake, the game returns back to normal now.
All expansions and stuff packs are fully updated, Base Game is 1.29.
800 MB CC, mostly hair, all checked with Delphy Dashboard with no conflicts.
I can save in Edit Town after switching into it from playing mode, but if I build something then switch back to Edit Town (Appaloosa Plain), the loading screen is there forever.
I have tried to re-install the game, keep the CC, but start a new game in another city, still no luck.

Delete your caches, go through where you said it hangs and see if it loads ok.
If not, play the game without mods and CC (despite it being mostly hair) and if it works there's something wrong with some CC, if it doesn't work... Well post here if it still doesn't work.

I have a little progress.
I deleted the cache, recently-downloaded CC and now my game can save for the first two times, it loads infinitely the third times.
