First, you need to decide if you want to post the tutorial to the wiki or to the forum as regular posting. I'd strongly suggest the wiki as the possibilities to properly format stuff are way better there. Forum posts are just too untidy for tutorials.

In either case, make a post to e.g. Modding Discussion (either the tutorial or the Q&A thread for the tutorial) and poke a staff member with rights there to move it to the Tutorials section.

Look at the existing stuff in the Tutorials section for references.

The achievement for writing a tutorial is "Instructor". You get it automatically if you have a thread in the Tutorials forum.

But, err, that's it?

I'd like to point out that forum posts allow for Question and Answer. If people have questions about the tutorial or its subject matter, they can post and (hopefully) someone will answer or clear up any confusion. This doesn't seem to be the case with Wiki entries, or at least the Wiki articles I've seen. But I'm most certain capable of being wrong. I don't suppose posting the information as both Wiki entry and forum post is allowed or desired?

I don't mind if you call me "MSD" or something for short.
Perhaps someday I'll have leisure time back...

There IS a second achievement, called "Wikid!" and that you can get for contributing to Wiki. One tutorial is not enough though, you'd have to work a lot in the Wiki before you can ask for that achievement (that is what the sticky thread is for).

ETA
I see Buzz has already sort of told this to you in the sticky thread, but I guess there's no harm in mentioning it here too

Redundancy is bad, mkay? Best thing is to have a Q&A thread in the tutorials forum that points to the wiki page and the wiki page pointing back to the tutorials. Look at the stuff under the articles on my profile for examples.

I thought so, but, you know, sometimes it's best to check.
