I really wanted the close curls from the Africa Inspiration store set for children so I decided to convert it myself.This was my first time creating anything for the Sims 3. I followed the hair tutorial on this site to a T and the hair shows up in CAS and looks good but the game crashes as soon as I leave CAS. I have no idea why it keeps crashing. The hair has a poly count of around the upper 5000s. I have hairs with even higher poly counts in my game so I don't think that's a problem. I want to know if anyone can help me figure out what I'm doing wrong and why the hair keeps crashing my game.

Double check your morphs, that was my problem when that was happening to me.

I'm new to meshing so by morphs do you mean each LOD?

No - if you don't know what morphs are, you probably haven't made any .
You should check the lower LODs too though (primarily LOD1), as a problem with LOD1 which doesn't also exist in LOD0 would cause this kind of crashing.

I didn't make any then, could that be the problem?
Here's exactly what I did:
I extracted the geom file from the original hair, resized to fit a child it in Milkshape and used that as LOD0, and then created the remaining LODs by reducing the poly count in Milkshape. I then used the textures from the original hair in Daboobs. I'm going to go back and recheck LODs again to see if that helps.

I'm sorry, let me rephrase that. Make sure you used the base mesh for your hair and not a morph. I accidentally used a morph instead of a base mesh for one of my LODs and when it went to load it it crashed the game. If your hair is an up-do you most likely don't need morphs.

I never used a base game mesh because I couldn't get CTU to work on my computer. I used the mesh from the store hair. Could that be the problem?

Base mesh = mesh which is not a morph, it has nothing to do with basegame/EPs/Store.

Did you redo all the bone assignments after reducing the mesh in Milkshape?

I ended up getting the hair to work. I rechecked the bone assignments on all the LODs and then I used LOD0 for both LOD0 and LOD1 in Daboobs and the hair no longer crashes the game. Thank you Whiterider and Omegastar82 for your suggestions =)

The mistake(wich made the game crash) you made is not the morphs but most likly the meshcomments.
In your case:
Extract adult meshes and textures
Clone a child hair and extract its meshes.
Import the child hair in Milkshape
Import the adult hair in Milkshape
Scale the adult to child size(if you haven't done already )
Copy the meshcomments from the child mesh and past them in the scaled adult to child mesh.
Delete the first imported child mesh.
Export your new mesh.

I was thinking that may have been the problem, too. Although this hair works with the adult comments I'll remember to make sure to copy the comments from a mesh of the same age for future conversions just to be on the safe side.

Packages that contain skeleton links to a wrong age often crash the game.
So never set a adult file as child but start with a child and load all the adult stuff in it.
