Does it have to be on a business lot, or will it work on an unowned community lot?

According to Roxan, who converted it from TS1, it works on both a community lot (just like the TS2 produce bins and chill chests), and on a residential lot used for a home business. The action to 'buy groceries' will not appear without a cash register present on either type of lot, to do otherwise renders it as just decorative with no actions available.
