OK this is looks really odd & is very annoying to deal with, and I've never seen it happen before. I recently did a complete reinstall & am playing on all Maxis lots, granted some of the items are custom, but I've used them before with no problems.

My sims (on various lots in various neighborhoods) seem to be unable to relax in bed together. Anytime I tell them both to relax & go to click on them to have them try for a baby the oddest thing happens. The man is suddenly standing beside the bed & the woman is floating above the bed. I've tried to have one sim be relaxing in bed & have the other one join, but the option isn't available.

So anyone care to suggest how I fix this?

Are you using Uni? If not, try installing the Maxis patch because this sounds a little like the jump bug. If not that, then try using Sims2pack Clean Installer to check your downloads. If you have hacks installed you might try disabling them.
