hi, i got a bunch of textures for my photoshop (i mostly use them for desktop-wallpapers, other-skins, ts2-clothes-texturing and so on).
i would like to know, how to retexture/create new floors and walls (wall-painting/covering).

and a general questions, why can't i have intimate reationships between brother and sister/sister and sister?

walls and floors are done in Homecrafter
if you don't have it yet, get it at the official site,
It's a pretty straightforward program, just follow the steps,
find the template, resize your texture to fit it, and import into homecrafter

Intimate relations between brother and sister are considered incest, which is illegal in most countries
that's why you can't have it in the game;
I think there's a hack on the site somewhere that does something for family-relations, but I don't know if that goes any further than nephews and nieces though.
