You need University. NL *might* have it, I'm not sure. Go the the lot and view any floor, not the highest. In the command window type setHighestAllowedLevel [level], where [level] is the highest floor you want. If you still can't go any higher after this, save the lot, exit to the neighborhood and re-enter the lot. It should work.
