Is it possible to view what specific files (ie, eye color, skin tone, clothing) are being used by a specific Sim without having to include the entire Downloads folder or having the game installed?

Yes, download clean installer and then right click on the simpackage and open with clean installer instead maxis.

No, it didn't work. I mean a Sim YOU'VE created and have in your SimBin or neighborhood, not one you've downloaded.

Well you'd have to have the game installed to have a sim in your game.

You can use SimPE's Neighborhood Browser to open that neighborhood, then use the Sim Surgery function to export the sim's appearance. Package that sim in Body Shop to a sims2pack file and it should include their custom content. If you have later EPs it'll also grab the mesh for their hair and clothing, but not for any accessories they're wearing.
