I feel like its more xmsims, but I looked through all the hairs and I couldn't find it, either I'm extremely blind or it's not there? Thank you <3

It's from Peggy, but I can't access the site for some reason; But you could try.

The hair is definitely Peggy and it's free, I think. Or at least the part of the image I managed to download looked like the free mesh. I can't get onto the Peggy site, either.

It's the last hair shown in the free Peggy section in the hair gallery. http://www.sims2wiki.info/wiki.php?title=Image:4517.jpg Unfortunately the hair gallery does not contain links.

The texture does not really look like Peggy's though. Try GOS to see if there is a recolour like that on there.
