Yes, but it seems she is only making sims... I'd say check Clutteraholic (http://lmhwjs.wordpress.com/), there are some converted Sims 3 plants there, but not outdoor flowers.

No, I recall correctly seeing a simmer in that forum who did MESHES. Not sims from the TS3 game.

There used to be a creator here that did TS3>TS2 conversions- and he did post in the TS2 Creators Who Take Requests thread. That member was banned though and I won't provide a link to where he can be found now.
