Can you create tsr workshop-compatible meshes without pay programs like milkshape? if so, are there any tutorials? :bunny:

Yes, there is some sims community support for Blender now, you could look at:

http://simswiki.info/wiki.php?title=Tutorials:Creating_An_End_Table_In_Blender_2.5_Part_2
and

Although the TSRW native format does not support blender, someone appears to be working on a plugin for it. Also you can transfer a project or parts of it between TSRW and s3pe to work on it with each of the tools.

Yes you can do clothing in blender too, I know someone is doing that, but I wasn't able to find a link for you. I am sure someone else will post sooner or later with more help.

The link for clothing plugin for Blender: http://www.modthesims.info/showthread.php?t=443780
Unfortunately, there aren't any tutorials for using Blender to make clothes yet. Although the existing tutorial (for Milkshape) give you a general idea of what needs to be done: http://simswiki.info/wiki.php?title=CAS_Creation_With_Daluved1:_From_Start-To-Finish
