Swimming nude: sometimes impossible ?

Sometimes my sims want to swim nude in a public pool

however, I'm not always able to do just that
the interaction is just not present


so, what are the rules for being able to swim nude ?
I know that children must NOT be around but unless the radius is insanely huge... there must be other things that control this that I don't fully understand
