What does this do exactly? Will turning off story progression keep sims from emigrating out of the neighborhood?

I think Twallan explains it best:
Unlike The Sims 2, where a single household was simulated at any one time. The Sims 3 simulates an entire town of sims all at the same time.

However since only one household can be actively controlled by you at any one time, something needs to control the rest of the sims in town.

This is where Story Progression comes into play. It pushes the inactive sims to get jobs, make friends, get married, have children, and generally get on with their virtual lives.

Yes, turning of EA Story Progression should prevent sims from leaving town.

I have another question:If I have an emigration mod and at the same time have story progression on, will my sims in my town still gegt married and all the other stuff?

Could somebody answer my other question please? I just need to know if the emigration mod I have downloaded will keep sims from leaving town with EA's story progression on.

I would check with the maker of the mod. We don't even know which emigration mod you're using, so it's impossible for anyone to give you a correct answer.

I'm using a mod from Shimrod101

This is what the mod is called: XML Story Progression: No Vampires, 3 flavours (No Celeb also) 1.26

Yes, when you are using one of my mods the EA Story Prog option should be turned ON in the Options. The emigration is stopped by my mod but the other stuff is still on. (If you are using the No Vamps No Emigration flavor, the Emigration and the Vamp generating is turned off of course.) All the other stuff like the romance, get a job, quit a job, immigration, pet immigration, is still working per EA's numbers and dice rolling on these things.

Ok, so your emigration mod has 3 files... one for Twinbrook, Bridgeport and another file... I'm guessing the other file is for other worlds, right?

The file without a city name is for SunValley, Riverview, CaW and EA's vacation worlds, and StarlightShores is covered. There is also a file for Appaloosa Plains which you should have, the most recent versions of those mods have four thingies inside, not 3. If you are on the current patch level make sure you've downloaded the one marked 126, which is for 1.26 patch level and beyond; the files marked 117 were made for the 1.17 patch level immediately after Late Night came out.

Ok.. I deleted the 117 files and replaced them with the 126.. will this mod work with Ambitions? It's the only EP I have.

The EPs you have don't matter, what matters is what patch level your game is at -- if you load up the launcher and hover over the base game icon in the lower left, that'd tell you what game version you're running (it's the first three numbers which are important). If you see 1.26, 1.29, 1.31, 1.32, or 1.33 you're fine to use Shimrod's version for patch 1.26 and beyond.
