I don't think so. I had the EP/SP filters set to base game only when I was both building and furnishing. I believe the ones I used came in a game update, not an EP; much like the ladder that came with the IP game update, not the IP EP itself. If it doesn't work, let me know and I'll edit & mark it as needing Generations as well.

this is really cool, I don't know if it counts as a 'starter' home, because it's more than 17,000 simoleons (or however-many you start with). Otherwise it's great! I have a 4 sim family in mind to move in!

I love this house so much. One tiny sort-of complaint:

I had to delete a lot of the furniture to afford the house because I only started with 16.5k.

It was nice starting from the bottom though. I love this house, especially the walled patio part in the backyard. I used it to park my car in

When I play TS3, I'm not a fan of huge houses, I perfer smaller houses, like this one, it's awesome! :D
