I know there's been a million of these posts over the years but I've seriously tried everything and cannot get it to work

My Resource.cfg file below. I used Delphy's Monkeybars at first because the framework link from modthesims does not work anymore. It was able to add the framework but the game still didn't recognize package files so I pasted a resource file I found on the internet that looked more complete. Yes, it is a cfg file. Yes, I've tried it with an Overrides folder and it still didn't work

The only solution when .package don't work is so install this from here
and follow all the steps.

I have never seen DCCache inside of a Mods folder? And looks as you have second one in main Sims 3 folder, where it belongs. Not sure, but that may be causing some kind of conflict on loading???
