So I'm playing Riverview and I see a community garden but, uh, like, there's no way to plant anything on it so, er, um, why is it a community garden then (since that implies the community--i.e. anyone) can grow stuff on it?

Hence, a plant anywhere (or at least on community plots/parcels) mod would be swell.

Plant on any lot is included in awesomemod, don't know about a stand-alone version of it.

Ah, too bad. I'll hafta see if the Sims 3 Mod Generator can do it--or attempt to make a standalone version once I figure out how to extract .package files (since the Awesome Mod custom config page can do it) and analyze them...
