How do I add City Hall to a city?

I downloaded a city that I really like, but is doesn't have a City Hall. So, how do I put one in it?

I thought it was under the community objects section in build mode o__O I could be wrong.

City Hall wasn't in the Landmarks tab, no buildings were at all.

Build > Community Objects > Buildings is where it should be. It's just the rabbit hole, not an actual lot ready to be placed.

Anyway, I got it fixed.
